Job Details:
 
The sourcing specialist is responsible for the management and execution of the enterprise sourcing process including supporting the business in making effective sourcing decisions. This person executes and delivers value through strategic, operational and transactional sourcing initiatives working in partnership with the Blue Shield Business Unit(s).
 
  • Act as a trusted advisor and provide leadership through sourcing strategy advice and consultation to best achieve the business strategy and objectives
  • Provide guidance to Business partners and seek alignment to influence spend and cost savings through vendor rationalization and driving economies of scale
  • Analyze the supply market to identify best sources for acquisition of goods and services
  • Manage vendor selection and qualification through a competitive bid process for goods and/or services
  • Promote small, disadvantaged, and minority-owned businesses through a supplier diversity program
  • Facilitate vendor risk management, due diligence and on boarding activities
  • Lead, structure and guide business partners on complex contracts
  • Research cost drivers and conduct industry analysis for the development of negotiation strategy
  • Contribute to the analysis of complex situations, identify risks and contribute to the development of risk mitigation ideas
  • Ensure vendor management principles and best practices are incorporated into contracts
  • Utilizing contract templates and create contract documents that fully encompass the business requirements and provide protections
  • Preparing for regulatory filing, contract approval process and award purchase orders
  • Assist the Business in maintaining compliance with all Blue Shield policies regarding contracting and purchasing
  • Assist the Business to resolve vendor management issues such as vendor disputes and/or vendor termination
  • Present status and issue identification/resolution effectively to management


Job Required Education/Experience/Knowledge/Skills/Competencies:
  • Bachelor’s degree required
  • MBA preferred
  • Certified Outsourcing Professional or Certified Professional in Supply Management (CPSM) a plus
  • Experience working in the Healthcare or related services industry including and not limited to Financial/Banking industry
  • 10 years of relevant experience in a strategic sourcing/category management and/or business process/services outsourcing sourcing, contracting and negotiations role
  • Experience in executing strategic competitive bids with a track record of delivering cost efficiencies and driving a culture of affordability across diverse portfolio of enterprise sourcing activities
  • Experience managing and working through tough situations specific to sourcing and contracting processes
  • Ability to perform work without appreciable direction and exercise considerable independence in determining objectives and approaches; may direct the work of others and/or act as leader of cross-functional teams
  • Indirect services sourcing experience and contracting, and vendor management practices
  • In-depth knowledge of contractual documents and requirements, risk control programs and business services sourcing and best practices
  • Demonstrated ability to interface effectively with business partner and vendor relationships with strong customer focus
  • Outstanding conceptual, analytical and problem solving skills
  • Have the ability to effectively multi-task, keep promises and follow-through
  • Excellent verbal and written communication, planning and organization skills
  • Strong interpersonal skills, organizational and audience awareness
  • Must have the ability to navigate, track, monitor and drive best practices across large-scale, complex multi-sourced functions and controls
  • Demonstrated utilization of word processing, spreadsheet, graphics & presentation tools and a track record of delivering and presenting at executive levels
  • Stays positive in times of change and growth and is committed to the success of the organization and our customers
  • Is business minded and utilizes strong judgment and common sense in decisions
  • Maintains composure at all times and exhibits humble behavior
  • Effectively communicates and is clear, specific and simple in their messaging
  • Is focused and disciplined with work and has the ability to prioritize relentlessly
