Job Description

Job Summary

Under the general direction of the Comptroller, functions in the capacity of full time payroll manager, relative to reviewing, releasing and processing all payroll materials from all departments and agencies of the County, except the Cook County Health & Hospitals System, on a bi-weekly basis.  Supervises six staff members in the processing of appointments, promotions, employment separations, anniversary increases, changes in name, address, federal and state withholding taxes and other changes to the payroll master information.  Prepares and distributes Time and Attendance reports on a bi-weekly basis and completes all other procedures relevant to payroll, i.e. balancing, deposit of all amounts deducted for payroll taxes, preparation and distribution of W-2 forms, etc.  Maintains confidential records on behalf of the Comptroller relative to the bi-weekly payroll consisting of 19,000 employees.

Job Requirements

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor’s Degree is required.  (Must provide original college/university transcript at time of interview)*
  • Five (5) years of full-time management level work experience in supervising the payroll functions and related payroll delivery/audit/processing systems is required.
  • Two (2) years of supervisory or managerial experience is required.


Knowledge, Skills, Abilities and Other Characteristics

Ability to work well under pressure with strict attention to detail.  Knowledge of budgets, pay schedules, job classification systems and related subject matter as they pertain to managing a payroll schedule.  Excellent communications skills, ability to train and supervise others.  Ability to work with others and resolve problems/issues with tact and courtesy.  Ability to operate a calculator and a computer.  Strong mathematical skills.  Thorough knowledge of the organization and operations of Cook County Government.
